I. Name of
Organization: School Psychology Association Network
II. Mission of
Organization: The
purpose of the School Psychology Association Network is to stimulate
networking among educational and school psychology graduate students
and professionals in the field, to promote scholarship and enthusiasm
for the field among students, to encourage one another, professionally
and personally, though collaborative efforts, and to increase awareness
of the fields of educational and school psychology on campus and within
the larger community.
III. Membership
Qualifications: Members of the organization may be
students in the Educational and School Psychology Department or
students in other departments who have an interest in the field.
Students in the school psychology certificate or doctoral program who
are on internship or not currently resident students may become
affiliate members to receive newsletters or notice of organization
events.
The
School Psychology Association Network does not discriminate on the
basis of race, gender, national origin, religious creed, color,
lifestyle, disability, age, or affectional or sexual orientation.
IV. Officers of the
Organization:

Election of Officers: The
organization shall elect a President, Vice President, Secretary, and
Treasurer from the members of the organization who are graduate
students in the Educational and School Psychology Department by a
majority vote. The President shall be elected at the last meeting of
the spring semester, and the Vice President, Secretary, and Treasurer
shall be elected at the first meeting of the academic year. At least
one officer must be in their first year of graduate study within the
department.

Duties and Powers of Officers: The
President shall be an enrolled graduate
student in the Educational and School Psychology Department at IUP and
shall maintain good academic standings as defined by the department and
the university. The President shall preside over meetings,
initiate committees, and appoint committee chairpersons. The
President shall have the power to fill any vacancies that may occur
subject to a majority vote of the membership.
The Vice-President shall assume
the duties of the President in her/his absence or if s/he is incapable
of performing said duties. The Vice-President will also maintain
summaries of all organization activities.
The Secretary shall record
the minutes of all meetings of the organization and distribute the
minutes within seven (7) days of the meeting. The secretary shall
also take attendance at each meeting.
The Treasurer shall collect
and be responsible for all funds. The treasurer shall maintain a
budget for the organization and present an itemized account of the
condition of the budget at all regularly scheduled meetings.
V. Advisors of the
Organization: The advisor shall be the Graduate Coordinator
of the Educational Psychology Master's Degree Program and School
Psychology Certificate Program or her/his designee. If desired, both
the coordinator and another faculty member may serve as co-advisors.
The adviser must be a faculty member in the department. The adviser
shall serve the best interest of the organization and its members and
reasonably attempt to ensure that all business conducted by the
organization complies with university policies.
VI. Meetings: The
School Psychology Association Network will hold monthly business
meetings as scheduled by the President and other meetings as necessary
or desired to promote activities or professional development during the
regular school year. At least one business meeting must be scheduled
during the summer session.
VII. Attendance / Activity
Requirements: Attendance at monthly meetings by officers and
committee chairs is mandatory except in cases of emergency or when
prior notification is given to the Secretary. Illness, family deaths,
or accidents constitute emergencies. Members are expected to maintain
personal and professional conduct consistent with the National
Association of School Psychologists' Code of Ethics.
VIII. Expulsion and Impeachment:
Any instance of unethical conduct may be grounds for expulsion or
impeachment by majority vote. Any member who is expelled may make an
appeal for reinstatement at the next scheduled meeting and may be
reinstated by majority vote. Any officer or committee chair failing to
perform her/his responsibilities may be impeached subject to a 2/3 vote
of full members present at the designated meeting.
IX. Financial Obligations: Dues
will be $5 per academic semester due by the second regularly scheduled
meeting for full members in the fall and spring. The Treasurer will
notify the Secretary of those who have not paid dues and they will be
sent a written notice. Individuals who fail to pay dues will be
excluded from the organization meetings and activities until dues are
paid in full. Affiliate members' dues will be $5 due upon participation
in an organization.
X. Amendment Procedures:
Amendments to this constitution may be proposed by the members and
approved by 2/3 vote of the members of the organization present at the
designated meeting. Members should be notified one meeting in advance
that an amendment is in question. Amendments cannot significantly
change or eliminate items required for continued university
recognition.
